The City of Bay St. Louis, Mississippi (Owner) is requesting Bids for the construction of the following Project:
Bay St. Louis Historic Train Depot
ADA Improvements/Interior and Exterior Plaster and Paint
Sealed bids for the construction of the Project will be received at the
Bay St. Louis City Hall Conference, 2nd Floor located at 688 Highway 90,
Bay St. Louis, MS 39525 until Thursday, October 19, 2023, at 10:00 A.M. local time.
At that time, all bids received will be publicly opened and the bid amount read aloud.
The work included in the Contract shall consist primarily of Construction of the following items:
ADA required improvements to the accessible building entry and interior bathroom upgrades on both floors. Miscellaneous interior plaster repair and paint and exterior building prep paint.

Plans and Specifications are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order bid documents at www.baystlouis-msbids.com Bid documents are non-refundable and must be purchased through the website. Questions regarding website registration and online orders are to contact Plan House Printing at (228) 248-0181. No partial sets of drawings or project manuals will be issued. No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids.

Prospective Bidders may examine the Bidding Documents at the Issuing Offices on Monday-Thursday between 8:00-5:00 and Friday 8:00-12:00.
INSTRUCTIONS TO BIDDERS
Bids must be submitted on the standard forms contained within these contract documents furnished by Architect, noted in the Information for Bidders. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the owner as bid security. Bidders shall also submit a current financial statement, if requested by the Owner. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.
The required documents shall be submitted in a sealed envelope and the outside of the envelope shall be marked plainly as: BSL Historic Train Depot ADA improvements and the Certificate of Responsibility Number.
Bids shall be deposited with the City of Bay St. Louis, Bay St. Louis City Hall, 688 Hwy 90, Bay St. Louis, MS 39520 or for those interested, bids can be submitted at www.baystlouis-msbids.com under the project page, prior to the hour and date designated above. No oral, telegraphic, telephonic, or e-mail proposals shall be considered. All interpretations of drawings and specifications shall be directed to Edward Wikoff at Edward H. Wikoff, AIA, Architects PC by email to: ed@ehw-architects.com. An acknowledged received copy of all Addenda issued by the Architect via Plan House must be included with the bid proposal. No bidder may withdraw his bid within sixty (60) days after the date of actual bid opening without Owner’s consent. The Owner reserves the right to reject any or all bids and to waive any or all informalities.
The work to be performed shall be in accordance with all Federal, State and Local Regulations and Codes.
