The City of Bay St. Louis (Owner) is requesting Bids for the construction of the following Project:
Water Supply Well
Separate sealed bids for the construction of the Project will be received at the City of Bay St. Louis City Hall Conference Room, 2nd Floor located at 688 Highway 90, Bay St. Louis, MS 39520,
until Tuesday, December 3, 2024, at 10:00 A.M. local time. At that time, all bids received will be publicly opened and the bid amount read aloud.
The work included in the Contract shall consist primarily of Construction of the following items:
Installation of a 1500 GPM water supply well and all required appurtenances and repairs to an existing well.

Plans and Specifications are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order bid documents at www.baystlouis-msbids.com. Bid documents are non-refundable and must be purchased through the website. Questions regarding website registration and online orders are to contact the Plan House at (228) 248-0181. No partial sets of drawings or project manuals will be issued. No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids.
The PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS may be examined at the following locations:

INSTRUCTIONS TO BIDDERS
Bids must be submitted upon the standard forms contained within these contract documents furnished by Engineer, noted in the Information for Bidders. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the owner as bid security. Bidders shall also submit a current financial statement, if requested by the Owner. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.
The required documents shall be submitted in a sealed envelope and the outside of the envelope shall be marked plainly as: Water Supply Well and the Certificate of Responsibility Number.
Bids shall be deposited with the City of Bay St. Louis, 688 Highway 90, Bay St. Louis, MS 39520, or for those interested, bids can be submitted at www.baystlouis- msbids.com under the project page, prior to the hour and date designated above. No oral, telegraphic, telephonic, or e-mail proposals shall be considered. All interpretations of drawings and specifications shall be directed to Jason Chiniche at Chiniche Engineering and Surveying by email to: jason@chiniche.com. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. No bidder may withdraw his bid within sixty (60) days after the date of actual bid opening without Owner’s consent. The Owner reserves the right to reject any or all bids and to waive any or all informalities.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
This contract is funded in whole or in part by funds as is established in the Safe Drinking Water Act’s State Revolving Loan Funds (42 U.S.C. 300j-12); therefore, this project must comply with the American Iron and Steel requirements of the Act.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annoted, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations.
Work to be performed shall be in accordance with all Federal, State and Local Regulations and Codes.
